In No. 16 the Governor was told that it would be definitely undesirable to publish the report at the present time" and the same telegram referred to the "rejection of the Committee's main recommendation".

As Mr. Wallace points out, this latter statement was, in fact, inaccurate. The recommendation was "deferred" (not "rejected"), since H.M.G. could afford the money to finance it. The telegram on 16 then went on to refer to some passages which might give rise to awkward repercussions if the report were published.

The important fact of course, is that so far as we can see, there is very little likelihood of H.M.G. being able to produce any more money for the University than the £250,000 referred to in paragraph 3(a) of No. 36, for a long while to

come.

If the report is published now, the public will no doubt wonder why it was held up for so long, and relating it to the £250,000 for the University which formed part of H.M.G's financial settlement with Hong Kong,. they will perhaps be inclined to regard that settlement as more niggardly than ever from their point of view. The more salient features of the report, were, in fact, made public in the reply to the P.Q. on 7/4/48 on 54147/P.Q.(2) file below, and the fact that H.M.G. has at least promised to do something to help the University before the report has been published is perhaps all to the good.

On the whole therefore, I should be inclined to agree to publication now provided the passages underlined in blue ink in the copy of the Report marked X annexed to this file are omitted. I would not worry about the passage referred to at X in Mr. Wallace's minute of 28/6. It might well refer to constitutional changes in Hong Kong. As to the procedure suggested by Mr. Cox, this seems to me to be quite satisfactory.

Before we approach the Foreign Office and Treasury are not, I think, likely to object, I submit this file for approval in principle to publish the report since the decision not to publish was originally approved by Mr. Rees-Williams.
